Mechanism
A thioglycolate reducing agent breaks disulphide bonds in the hair shaft, the brow is set in a new direction, and a neutraliser re-forms the bonds in that shape.

The full read
It works, and the fullness illusion is legitimate — brushing hairs upward and holding them there covers gaps and squares the brow, which is a real improvement for sparse or unruly brows. The chemistry is the same family as a hair perm applied millimetres from the cornea, and reported adverse events include contact dermatitis, chemical burns and brittle, damaged brow hairs from repeated treatment. Patch test, leave at least six to eight weeks between sessions, and pick a technician who times it rather than eyeballing it. Over-processed brows break off, which is the opposite of the goal.
