Mechanism
Stratum corneum hydration is governed by barrier lipids and natural moisturising factor, not by systemic fluid intake, once plasma osmolality is normal.

The full read
The small intervention trials that exist found measurable improvements in skin hydration mainly in people whose baseline intake was low — which is the honest shape of this claim. Above that threshold the kidneys hold osmolality flat and the extra volume is excreted. The 'drink four litres' version is not free either: it flattens electrolytes and, at the extreme, is a documented cause of hyponatraemia. What actually raises stratum corneum water is an occlusive or humectant on the skin (see `slugging`, `hyaluronic-acid-topical`). Drink when thirsty; the glow from correcting a genuine deficit is real and it stops there.
