Mechanism
Broad-spectrum light is absorbed by follicular melanin and converted to heat, damaging the follicle. Selectivity depends entirely on the hair being much darker than the surrounding skin.

Home IPL has reasonable trial support for meaningful hair reduction — not permanent removal — over eight to twelve sessions, with maintenance thereafter. The physics sets the limits: no melanin in the hair means no target, and high melanin in the skin means the skin absorbs the energy instead, which is how burns and post-inflammatory pigment happen in Fitzpatrick V–VI. Never use it near the eye or on the brow line; retinal injury is the reason clinical devices come with eye protection. For facial hair, note the paradoxical-hypertrichosis reports around the jaw and cheek in women, which is an uncommon but real outcome.
