Mechanism
The umbilical vessels obliterate at birth into fibrous ligaments. Nothing applied to the skin of the navel has systemic access that skin anywhere else on the body does not.

The full read
This one is settled by anatomy rather than by evidence grading. The claim rests on the navel being a special absorptive site connected to the abdominal organs; it stopped being connected to anything the day you were born. Castor oil on the navel is castor oil on a patch of abdominal skin — mildly moisturising, occasionally irritating, and with no route to your face, your hormones or your digestion.
